About the electricity price of the rooftop solar project

The Ministry of Industry and Trade (MOIT) has just issued a document for agreement with the proposal of Electricity of Vietnam (EVN) on continuing to receive and deal with requirements about the electricity sale from the rooftop solar power projects (SPPs).

Previously, on December 25, 2019, EVN sent a document to propose MOIT to allow it to direct the Power Corporations to continue receiving and dealing the requirements of selling electricity from rooftop solar power projects with confirming meter readings and delivered electricity output, but not making payment for electricity until the official guideline of the competent authorities.

About this issue, MOIT informed that based on the announce of Government Office (Document No 402/TB-VPCP at 22/11/2019) about conclusions of the Prime Minister Nguyen Xuan Phuc on Draft of incentive mechanism for solar power development in Vietnam applied after July 1, 2019, on December 31, 2019, MOIT submitted to the Prime Minister a Draft Decision on incentive mechanism for solar power development in Vietnam (Statement No. 10170/ TTr-BCT).

According to the Draft Decision, the rooftop solar power system with a capacity of no more than 01 MWp, connected directly or indirectly to the grid with the voltage from 35 kV down has an electricity price of 1,916 VND/kWh (equivalent to 8.38 UScent/kWh). But, at present, the incentive mechanism mentioned above has not been approved by the competent level.

So MOIT agrees with EVN’s proposal to continue receiving and dealing requirements for electricity sale from rooftop solar power projects. MOIT also asks EVN to clearly inform the investors when making investment rooftop SPPs should bear by themselves the risk of changes (if any) in comparison with proposals in Draft Decision of MOIT.

On the other hand, it is recommended that EVN should be responsible for ensuring connection of the rooftop solar power systems to the national power system to comply with the provisions of laws and to not cause overload for the existing power system.

According to Vietnam Energy Magazine, as of November 2019, Vietnam has 19,378 rooftop solar power systems with a total capacity of 318 MW, concentrated mainly in the southern region (73% of the total capacity in the country).
