On February 9, 2026, in Hanoi, Vietnam Electricity (EVN), Power Project Management Board No.2, and the EPC Contractor Consortium of POWERCHINA – Vietnam Machinery Installation Corporation (LILAMA) held a ceremony to sign the EPC (Engineering, Procurement, Construction, Testing and Commissioning) contract for Sub-project 1 (Power Plant) of the Quang Trach 2 Liquefied Natural Gas (LNG) Thermal Power Plant Project. The total contract value exceeds VND 25,202 billion, including USD 639.8 million and VND 8,341 billion.
The Quang Trach 2 LNG Power Plant is located in Hon La Economic Zone, Phu Trach Commune, Quang Tri Province, with EVN as the project owner and Power Project Management Board No.2 responsible for direct management and implementation.
This is a nationally significant energy project under Vietnam’s Power Development Plan VIII (PDP VIII), with a total installed capacity of 1,612.8 MW (2 × 806.4 MW), utilising combined-cycle gas turbine (CCGT) technology. The project plays a key role in Vietnam’s green energy transition, contributing to energy security, improving power system reliability, and supporting the country’s commitments to greenhouse gas emission reduction.
The project has a total investment of over VND 52,490 billion, including 20% equity capital and 80% commercial loans, and consists of two sub-projects:

Sub-project 1 – Power Plant: Total investment of VND 40,123.455 billion

Sub-project 2 – LNG terminal and port: Estimated investment of VND 11,800 billion
The project is co-financed by four major domestic commercial banks: Vietcombank, VietinBank, BIDV and Agribank.
Under the EPC contract, the contractor consortium includes:

POWERCHINA, a reputable international power construction group with extensive experience in similar projects worldwide, and
-
LILAMA, one of Vietnam’s leading EPC contractors in the energy sector, with decades of experience in large-scale and complex projects.
The EPC consortium will undertake the complete scope of work, including design, procurement, construction, installation, testing, commissioning and handover of the power plant, ensuring compliance with schedule targets under PDP VIII and meeting high standards of quality, safety and environmental protection.
The project will adopt gas turbine technology supplied by General Electric Vernova (USA), one of the world’s leading gas turbine manufacturers.
Upon operation, the Quang Trach 2 LNG Power Plant is expected to supply approximately 10 billion kWh of electricity annually to the national grid, contributing to energy security, increasing the share of cleaner power sources, and advancing Vietnam’s energy transition goals under PDP VIII.
At the ceremony, EVN’s leadership emphasised that the EPC contract signing marks a significant milestone, demonstrating EVN’s strong commitment to developing large-scale, modern and environmentally friendly power projects. EVN places special emphasis on project quality and schedule, and expressed confidence that the collaboration between experienced domestic and international partners will ensure successful project implementation.
Representatives of the POWERCHINA – LILAMA Consortium reaffirmed their commitment to close coordination, application of advanced technical solutions, strict compliance with contractual terms, Vietnamese laws and international standards, and full mobilisation of resources to ensure quality, progress and safety throughout the project lifecycle.
