Principles and processes for adjusting, supplementing power projects into PDP

The Party Staff-Member Board of Ministry of Industry and Trade (MOIT) has just issued Resolution No. 21-NQ/BCSĐ, dated January 10, 2020 on the principles and  processes for adjusting and supplementing the power projects into the power development planning (PDP) in an order of prioritizing the grid first, power plant latter, and prioritizing the areas with a few renewable energy (RE) projects and areas with an ability to release capacities of power plants.

The principles and processes for adjusting, supplementing power projects into PDP are as follows:

1. Applying the regulations on planning in Electricity Law and MOIT Circular No. 43/2013/TT-BCT dated December 31, 2013 on stipulating the order of procedures for establishing, appraising, approving and additional adjusting PDP.

2. Supplementing PDP must be made in order of prioritizing the grit first, the power plant latter, prioritizing areas with a few RE projects and areas with an ability to release capacities of power plants. For the other areas, it is to carefully consider

The order of priority for the grid projects:

Firstly, the transmission grid projects, which have been not included in the PDP VII (adjusted) and have no need to establish documents for, including: the grid projects having been approved by Prime Minister in the 5 year plan of EVN, the 220 kV transmission grid projects approved in the PDPs of the provinces and under central cities in the 2016-2025 period, with an outlook up to 2035.

Secondly, the projects having been included in the PDP VII (adjusted) but need to be adjusted in terms of operation schedule or of scale.

Thirdly, the power grid projects for releasing capacities of hydropower, RE power plants.

Fourthly, the power grid projects for supplying new loads or industrial zones…

Fifthly, the power grid projects for connecting power plants which have been approved in the PDP, but the connections have not yet been approved or are proposed to be adjusted for suitability.

The order of priority for the additional power plant projects:

Firstly, for the wind power plants and enclosed connection grid projects which likely to be completed before November 2021 in areas where overload for the power grid does not occur yet, it is to prioritize projects with completing the first phase, proposing to expand capacity or implement the second phase for making use of the existing connection.

Secondly, for the waste – to – energy projects (with ensuring environmental issues).

Thirdly, for the biomass power projects.

Fourthly, for the small and medium hydropower projects with a planning to adjust only the installed capacity.

Fifthly, for the newly additional proposed small and medium hydropower projects.

Sixthly, for the traditional power plant projects, with prioritizing the projects with integrating a large RE amount (large hydropower and gas thermal power projects). However, these projects must be carefully studied in PDP VIII due to their complicate.

Do not consider to supplement the single solar power projects into PDP (implementing the announcement No 402/TB-VPCP at November 22, 2019 of the government office about the conclusions of Prime Minister Nguyen Xuan Phuc on the draft mechanism to encourage the development of solar power projects in Vietnam).

3. Regarding the competence to appraise and decide adjusting PDP

For power grid projects:

The MOIT to apprise adjusting planning for power grid projects with the voltage from 220kV up, and then submit them to the Prime Minister for decision.

The MOIT to issue document on agreement to adjust the provincial PDP in accordance with the proposal of locality for power grid projects of voltage from 110kV down (without the decision on adjusting PDP).

For the power plant projects:

The MOIT to appraise and approve to adjust into the planning the power plant projects with capacity from 50 MW down (except the projects with separate regulations such as power plants using solid wastes and biomass power plants…); appraise to adjust into PDP the power plant projects with a capacity more than 50 MW and submit them to the Prime Minister for approval.

4. How to carry out adjusting into PDP the wind power projects.

The order of priority:

In the immediate future, to consider and appraise adjusting the PDPs for the provinces with a few additional projects and an ability to absorb more power capacity (like Quang Binh, Ha Tinh, Ba Ria-Vung Tau and Hau Giang, …).

To consider further the provinces with proposing many projects, giving priority to areas where occur an ability to release the total power capacity as the Southwest region, Quang Tri province.

How to carry out adjusting PDPs for the provinces with many additional projects:

Based on the proposals for additional projects of the Provincial People’s Committee, the Department of Electricity and Renewable Energy will review the projects with the advantage on land use, ability for connection and ability for operation before November, 2021 for considering to supplement the projects into PDP with a principle that for the project the procedure has been completed first one would be supplemented first.

Assigning the Department of Electricity and Renewable Energy to urgently carry out appraising the additional power projects into PDPs to ensure electricity supply for socio-economic development of the country.
